No taping is needed for the Plastic Restorer and it's totally safe if it accidentally gets on other surfaces.
If you get some over-application, you can simply wipe it off afterwards.
No damage will be caused.
Of course, if you have the time and patience, taping off areas will make the application and clean-up much faster, but it's not necessary :)
